No, Guru is uccha in Karka Rasi and neecha in Makara rasi. 2. BV Raman set all rules for cancellation in Muhurta book, so read that. If Mars is aspecting 7H then it forms Kuja dosha. Aspect of Shani and Jupiter cancels that.
